Abstract
Mit der Erklärung eines Waffenstillstandes durch die Irisch-Republikanische Armee (IRA) Ende August 1994 erhält die schon seit langem geführte Debatte um die Kontrolle der nordirischen Polizei, der ,Royal Ulster Constabulary' (RUC), erstmals Perspektiven auf wirkliche Veränderungen. Während Forderungen nach einer Auflösung der RUC, die vor allem aus dem nationalistisch-repu-blikanischen Spektrum und von Teilen der Bürgerrechtler erhoben werden, äußerst umstritten sind, scheint in weiten Teilen der Gesellschaft zumindest darüber Konsens zu bestehen, daß aufgrund der Erfahrungen der Vergangenheit eine effektive Kontrolle der Polizei Bestandteil jeder neuen Regelung sein muß.
With the declaration of a ceasefire by the Irish Republican Army (IRA) at the end of August 1994, the long-running debate about control of the Northern Irish police force, the 'Royal Ulster Constabulary' (RUC), gained prospects for real changes for the first time. While demands for the dissolution of the RUC, which are being made primarily by the nationalist-Republican spectrum and by parts of the civil rights activists, are extremely controversial, there seems to be a consensus in large parts of society that, based on past experiences, a effective police control must form part of any new regulation.
