Using data envelopment analysis in a fuzzy environment to measure performance in the process of urban waste management in times of uncertainty (in Persian)

Abstract

This paper evaluates the performance of waste collection operations across the 22 districts of the Tehran metropolitan area, focusing on the separation and collection of dry and wet municipal waste. The objective is to measure the relative efficiency of each district with respect to its inputs and outputs. Inputs include human resources, collection machinery, and district population, while outputs consist of the volumes of dry and wet waste collected. To account for the uncertainty inherent in the quantity of waste generated and the rate at which dry and wet fractions are separated, a fuzzy theory approach is adopted. For each district, the tonnage of dry and wet waste collected across multiple time periods is used to derive minimum, maximum, and average values, which are then represented as triangular fuzzy numbers. The problem is solved using a Data Envelopment Analysis (DEA) model, and the efficiency of each district is obtained in fuzzy form. The results offer insights into the relative performance of districts and identify opportunities for operational improvement in municipal waste management.
