Abstract

Book chapter discussing barriers to a successful Strategic Environmental Assessment(SEA). Four main potential problems are considered: bland alternatives, weak public participation, lack of the 'right data', and generally poor procedures and methodology. The chapter concludes with an analysis of the need for quality assurance mechanisms for SEA, and evaluates whether SEA should be integrated with sustainability appraisal or not.
