Abstract
Taking the 2019 CWTS ranking on rates of Open Access availability for institutional research outputs in the period 2014-2017 as a starting point, the presentation looks into the emerging de facto methodology for measuring these rates via Unpaywall and tries to explain why UK institutions systematically rank at the top of this CWTS list. The Open Access implementation practice at the University of Strathclyde (and across UK institutions) is described, with its strong emphasis on Green Open Access and deposit upon manuscript acceptance. The widespread initiatives to assess national-level OA implementation and their level of alignment are briefly examined. The UK Scholarly Communications Licence is finally raised as a potential game-changer in the pursue of a full OA landscape.
