Abstract

Over the past six months, programme managers have faced unprecedented challenges. The COVID-19 crisis has exacerbated pressures associated with implementing existing projects, closing current programmes, and simultaneous preparation for the next financial perspective. Programme authorities have had to respond to rapidly changing circumstances that have had an impact on implementation and planning for the future. Programme authorities have started to
utilise the EU COVID-19 responses to address these issues, but substantial short and long-term challenges remain.
