Abstract
No single issue has dominated project management in certain industries than procurement. Yet what is it? The Oxford English Dictionary sees procurement as the “act of obtaining by care or effort, acquiring or bringing about”. The Association for Project Management (APM, 2000) describes procurement as “the process of acquiring new services or products. It covers the financial appraisal of the options available, development of the procurement or acquisition of suppliers, pricing, purchasing, and administration of contracts. It may also extend to storage, logistics, inspection, expediting, transportation, and handling of materials and supplies.” Within this generic definition we can see that procurement in a project management sense has a wider definition; it is really about management on behalf of a client or user of a product that is delivered using a project process.
