Abstract
Telecommunications procurement policy in Europe is to be considerably liberalized by current European Commission proposals. These proposals, however, form only part of the growing participation of the EC in telecommunications policies. However, the overall impact will be considerable in terms of trade, merger activity and the location of future investment. The result may be a stronger and more competitive industry but with a reduced number of European firms and major changes in regional employment in telecommunications production.
