Abstract

Carbon pricing dominates the climate-policy debate on the basis of its promise to abate greenhouse-gas emissions at least cost. Although this holds true for incremental emissions reductions, we question whether it can spur the changes needed for decarbonization, a goal of the Paris agreement.
