Power system network planning is a complex and challenging task and power network companies are encountering high levels of uncertainty from competitive power markets and environmental issues. Selection of and investment in the best technological solutions require strong methodologies for power system planning. In future, the options open to power distribution planners are likely to be expanded to incorporate traditional network options, new technology network options, distributed generation, demand side management, and energy storage. In this context, power system planners need to use powerful tools and techniques to help them make rational decisions that also stand up to public scrutiny. This paper describes power distribution expansion planning in the future context and with regard to liberalised power markets. The application of Multiple Criteria Decision Making (MCDM) techniques and Optimisation techniques will be outlined and a comparison of the strengths of each family of techniques made for the given problem.
