Abstract
This report provides a comprehensive architectural model and adoption roadmap for operating a Health Data Exchange (HDE) at scale. It defines the HDE as a digital switchboard for managing personal and clinical data flows, with a focus on consent, integration, and support for third-party developers. The report covers motivations, requirements, service architecture, logical and application architecture, and test scenarios. It assesses market readiness, procurement strategies, and innovation briefs, and discusses strategic considerations for scaling and adoption. The report emphasises the importance of open standards, federated identity, and citizen empowerment, offering recommendations for stakeholder engagement, procurement, and future development of personal data stores and integrated care platforms.
