Abstract

In spite of the vast array of conceptual literature trying to define new public management (NPM), what should it be and what should it no be, the concept of NPM still suffers from serious deficits. From a theoretical point of view, NPM is still in a pre-theoretical stage. It is not by chance that NPM is usually referred to as the NPM paradigm.
