Abstract

NATO leaders are meeting today at Vilnius, just under 100 miles away from the Russian border. Without a doubt, the topic on everyone's minds and lips will be Ukraine. This is not the first time, however—three decades of history shape the relationship between the alliance and this strategically vital nation.
