Abstract

This document explores embodied carbon regulation for the UK's built environment, analysing current local policy positions, projected emissions trajectories for England, and recommendations for national regulation. Recommendations are based on key findings from the following reports: • A systematic review of UK Local Planning Authority (LPA) planning policy-link to summary, link to full paper (Graham et al., 2024). • Viewpoints from LPAs UK embodied carbon regulation-link to report (Graham et al., 2025). • Projected embodied carbon emissions from England's buildings by location, type and regulatory level-link to report (Gillot et al., 2025).
