Abstract

In 2011/12 Skills for Care and the Children’s Workforce Development Council worked in partnership to support the Social Work Reform Board develop its proposals for the Assessed and Supported Year in Employment (ASYE), which was implemented from September 2012 onwards (SWRB, 2012a). Support, development and assessment has been embedded into the Professional Capabilities Framework (SWRB, 2012c) following its introduction. In relation to NQSW assessment this represents a shift away from ‘competencies’ which have to be demonstrated towards a holistic assessment of capability which also focuses on development and support needs.

The Cornwall Foundation for Newly Qualified Social Workers was Cornwall Council’s response to the requirement for employers to provide an assessed and supported year in employment for newly-qualified social workers with its Children’s Early Help, Social Care and Psychology Service. It was run as a pilot in 2012/13, and this qualitative evaluation of the pilot was commissioned with a view to informing how Cornwall Council responds to the ASYE requirements going forward.
