Abstract
The entry into force in July 2009 of the Agreement on Residence for Nationals of the States Parties to the Mercosur marks a milestone on the still unfinished road towards the implementation of the free movement of persons in the regional economic integration process started twenty years ago by Southern Cone countries. The Agreement grants to those countries’ nationals the rights of movement, residence and access to economic activities on an equal footing with nationals of the State to which they move. However, the combination of regulatory gaps and the endemic institutional deficit of Mercosur challenge the full realization and effectiveness of the free movement of persons between the states parties.
