Abstract
We welcome the opportunity to respond to Scotland Excel’s consultation on the national Framework Agreement for Children’s Residential Care. Overall we agree strongly with the aims of the Framework; there is a need for greater transparency around costs, as well as information on the distribution and performance of services (particularly in reference to the outcomes achieved for children and young people).
