An Exploratory Study of UK Immigration Policy on Tier 4 Sponsors in Scotland

Abstract

This exploratory study examines the possible effects of UK Government immigration policy on Tier 4 Sponsors in Scotland involved in International student recruitment and international business development since the introduction of the Points Based System in 2008.
This research uses exploratory methodology to understand the emerging situation for Tier 4 institutions in Scotland and provide preliminary primary research which can form the basis of further study. A research question was posed and the research was completed by 21 Tier 4 institutions in Scotland which identified seven themes forming a conceptual framework. Respondents completed an in-depth survey covering the emerging themes, associated with the economic impact, the competitor advantage, policy changes, sponsor compliance, net migration, international development for Scotland and common perceptions of immigration. Data was collected using both quantitative and qualitative questioning and the application of Interpretivism philosophy.
Key outcomes from the survey and literature review are:
•Respondents wish for a return to post study work visa
•Respondents were keen for Scotland to have access to its own visa allocation
•Respondents were experiencing reduction in numbers of students and course provision due to changes in the immigration policy resulting in an economic downturn.
This exploratory study can be used to form the basis of additional research in particular to understand the gap between positive and negative immigration policy and to add additional information to wider the discussion on immigration policy and economic growth for Scotland.
