Abstract
National libraries often aspire to professional leadership within their country. On the surface this is a proper and legitimate ambition, but beset by financial pressure, ministerial indifference or hostility and a series of potentially conflicting goals it is not clear that the delivery of such leadership can remain more than an ambition.
