Abstract
Discusses the recommendations of the Adoption Policy Review Group's report (the Cox Report) on the future of adoption in Scotland, including: (1) that unmarried and same sex couples should be able to adopt; (2) the introduction of permanence orders which grant shared parental responsibilities to local authorities, carers, and sometimes parents; (3) the simplification of the grounds for dispensing with parental consent; and (4) the restoration of the right of parents to challenge an adoption order under the Children (Scotland) Act 1995 s.11.
