    Abstract

    The issue of the abuse of children and young people in residential child care, both in the past and in the present, continues to be a serious concern. It has been the topic of a number of government enquiries over the past twenty-five years; some of which have focused on particular cases of abuse, others having a more general remit. This literature review has been commissioned for the latest such enquiry in Scotland, the Historic Abuse Systemic Review.
