A Time of Policy Change: Reforming regional policy in Europe

Abstract

This report provides an overview of regional development policies in Europe. The report begins with a brief summary of the state of territorial development, particularly regional disparities and the broader territorial dimension of European challenges. It then reviews the recent literature on regional and local development, focusing on four questions that have featured in academic and policy research in recent years. The report provides an overview of policy developments among national regional policies in Europe, starting with the significant changes in a selected range of European countries at the level of policy goals and strategic frameworks. The spatial focus of regional policies is discussed as well as how institutional frameworks are changing.
