Personal Statement

Dr Angela Daly (李安棋) is an international leader in the regulation and governance of new technologies, and in the theory and practice of knowledge exchange.


She has a split role between Strathclyde Law School where she is Reader in Law & Technology, and the Faculty of Humanities and Social Sciences where she is Associate Dean of Knowledge Exchange in the Faculty of Humanities and Social Sciences. In the Law School, she is co-director of the Strathclyde Centre for Internet Law & Policy and she also directs the fully online, distance learning LLM/PgDip in Internet Law & Policy/Information Technology & Telecommunications Law.

She has visting/adjunct affiliations with Fundacao Gertulio Vargas (Brazil), University of Bologna (Italy) and Tilburg University (Netherlands). She was previously Visiting Professor at the University of Macerata (Italy) during 2019.


Her most prominent recent publications are Good Data (INC 2019), co-edited with S Kate Devitt and Monique Mann, and 3D Printing and IP Futures, co-authored with Thomas Birtchnell, Thierry Rayna and Ludmila Striukova for the UK Intellectual Property Office. She is also the author of Socio-Legal Aspects of the 3D Printing Revolution (Palgrave 2016) and Private Power, Online Information Flows and EU Law: Mind the Gap (Hart 2016).


Dr Daly is an editor of the open access interdisciplinary Internet Policy Review journal, reviews for a number of journals in law and other disciplines, and is a member of the Peer Review College of the UK Arts & Humanities Research Council.


Her previous academic posts have been at the Chinese University of Hong Kong Faculty of Law, Queensland University Faculty of Law and Swinburne University of Technology. She has also previously worked in policy for OFCOM and pro bono for the Electronic Frontier Foundation. She was a prominent digital rights activist in Australia and a founding member of Digital Rights Watch Australia.


Dr Daly has extensive knowledge exchange experience. She has consulted to, and advised international organisations, government agencies, not-for-profits and private sector actors on matters relevant to her research, including data protection, human rights, antitrust/competition law and intellectual property. She has been appointed to the Research Data Scotland Board, and the Scottish Government COVID19 Data Taskforce.
